Thursday evening, Lubbock Police released the identity of the body of a dead man found at a vacant North Lubbock apartment complex.

The body of Herbert Fetherholf (pictured) was found by maintenance workers around 9:30 a.m. on Thursday at the Villa Del Norte Apartments in the 1900 block of Baylor Street.  The 51-year-old Fetherholf was born on April 1, 1963.

Lubbock Police are asking anyone with information about the whereabouts of Herbert Fetherholf during the month of March to call Crime Line at 741-1000. Callers can remain anonymous and may receive a reward of up to $1,000.00.

Hours after the body was found at the Villa Del Norte Apartments, District 1 Councilman Victor Hernandez called for the condemned complex to be torn down.

The Villa Del Norte Apartments were severely damaged in a windstorm almost two years ago. After the storm, the buildings were ruled uninhabitable.

First of all, I would like to extend my condolences to the family of the man found this morning at the Villa Del Norte Apartments, 1913 Baylor Avenue. The Police Department will be providing further information about the discovery and their investigation.

The Villa Del Norte Apartments were providing affordable housing until heavily damaged by a windstorm that took place in May 2013. Since that time, the Villa Del Norte Apartments have fallen into further disrepair. The Villa Del Norte Apartments were noticed in a Municipal Court hearing on September 11, 2013, and an order was issued to repair, remove, or demolish the property, which included providing for the building’s safety, security, and undertaking measures to prevent entry onto the property by unwanted persons. The Villa Del Norte Apartments were acquired by First Bank and Trust on June 11, 2014, and the order issued by the Municipal Court remained with the new owners. First Bank and Trust was notified by the City of Lubbock that re-inspection on February 19, 2015, indicated that the Villa Del Norte Apartments have not been brought into compliance. Attorneys for First Bank and Trust responded to the City’s notice on March 3, 2015.

Almost two years have passed since Villa Del Norte Apartments were no longer inhabitable. It has been approximately two years since the owners of these apartments, currently First Bank and Trust, have properly secured this complex. The City of Lubbock is once again taking steps to fence the perimeter of the building as well as secure all doors and windows to deter public access to the structure. I am placing this issue to be discussed in executive session during our next regularly scheduled City Council meeting. Finally, I will be asking my fellow Council members to allocate the necessary funds to demolish this structure.
