Lubbock To Borrow $129 Million

KCBD is reporting that the city of Lubbock will be borrowing more than $129 million dollars to pay for projects totaling $122 million dollars. Uh, WTF? I'm guessing KCBD got the story right, but no one is saying what is happening to that extra $7 million. I don't bring $1.25 to the Pepsi machine when I know it's only seventy-five cents. In all seriousness, I looked at the list of the projects and they looked all worthwhile to me, I'm just trying to figure out why we are borrowing more than we "need".
