
Texas Senator Ted Cruz Endorses HR 1057: Is ‘Safe Passage Act’ Silencing Dissent?
A new federal bill is sparking a serious conversation about public safety and free expression. H.R. 1057, known as the "Safe Passage on Interstates Act of 2025," was introduced by Representative Mike Collins of Georgia along with a bipartisan group of cosponsors and endorsers including Texas' own Ted Cruz. The legislation seeks to criminalize the intentional obstruction of roadways on the Interstate System—a measure aimed squarely at stopping deliberate blockades that disrupt traffic and jeopardize safety. Or, simply put, protests.
Proponents argue that such actions, often associated with protests, can lead to dangerous traffic conditions and hinder emergency responses. They point to instances where intentional road closures have caused significant delays and put lives at risk. Under the proposed act, anyone who deliberately blocks an interstate would face criminal penalties under 18 U.S.C. Chapter 65. For many Texans, whose way of life depends on the smooth flow of traffic on our roads, protecting these thoroughfares is a major priority.
On the other side of the debate, critics express concerns that the bill may inadvertently suppress lawful protest and infringe upon constitutional rights. They argue that while safety is obviously important, the ability to voice dissent is a cornerstone of our democracy—one that must be carefully balanced against public order. Importantly, the bill does not single out any specific group; it targets any intentional act of obstruction, regardless of the reason behind it.
Currently, the measure has been referred to the Committee on the Judiciary in the 119th Congress and awaits further discussion. As Texans, we understand the value of safe, reliable highways, but we also hold dear the freedoms that allow us to express our views. This legislation represents a pivotal moment in the national dialogue about how to maintain public safety while safeguarding the rights of protest.
