When it comes to education in Texas, one dark cloud has hung over teachers and students for years: STAAR testing.

This test has frustrated students and teachers since it began in Texas schools in 2011. That was when education in Texas shifted, with teachers teaching to the test.

The test has brought stress to teachers and students alike, and for most, it is believed that the test is deeply flawed. Teachers should be teaching to educate, not teaching so students can pass a test.

Why Teachers and Students Oppose STAAR Testing in Texas

According to a poll done by the Charles Butt Foundation, 83% of teachers said the time spent preparing students for the test is a poor use of instructional time. Also, 81% believe that the test interferes with their ability to be as good a teacher. In the same study, 64% of Texans polled believe that it forces teachers to teach to the test. At least 55% believe the test undermines students’ self-esteem.

Yes, monitoring student learning is important, but the STAAR test is not the right approach.

What Texas Senate Bill 8 and House Bill 8 Propose

Right now, Texas Senate Bill 8 and House Bill 8 aim to replace the STAAR test. Instead, students would be required to take three shorter tests during the year: Beginning, Middle, and End-of-Year tests.

These tests would monitor the students' progress regularly without the pressure of the STAAR test. Students would receive test scores within 48 hours, not weeks or months after taking the test.

Changes to Texas School Accountability Ratings

The bills also address the A-F school accountability ratings. This would require A-F ratings for each school and ban 'not rated' labels. The Texas Education Agency would be required to adjust performance standards every five years to keep Texas in the Top 5 states.

When Will Texas Teachers and Students See These Testing Changes?

If passed, this would start in the 2027-2028 school year.
